Costa Rican law permits up to 15% of its energy needs being provided by private firms. Every so often, ICE calls for bids for cogeneration project proposals and then, after deliberation, chooses the most attractive projects. In order to submit a project proposal, one must first apply for cogeneration eligibility with ICE which is a process that can take the better part of 6 months.
